Seven Additional Businesses Offer Free Annapolis Parking to Customers

Annapolis, MD (September 17, 2019) – The City of Annapolis is pleased to announce that seven additional downtown businesses now offer customers free parking in City-owned garages through the City’s Park Shop & Dine program. The new businesses are:

A total of 28 businesses now offer free parking via Park Shop & Dine. Customers may earn up to four hours of parking free in Noah Hillman, Gotts Court, Knighton or Park Place garages simply by asking for Park Shop & Dine validations at participating businesses. The program is administered by SP+, the city’s parking management firm.

How Park Shop & Dine works: Businesses purchase Park Shop & Dine validations (55 cents per validation, minimum 100 per month) and provide them to customers. Participating businesses typically require in-store purchases for customers to be eligible. When exiting a parking garage, customers may use up to four validations. Customers who plan to use more than one validation per visit should proceed to the garage exit where they will insert the ticket received at garage entry, followed by their validation tickets. The remaining balance can be paid with a credit or debit card. If customers plan to use only one Park Shop & Dine validation ticket, they may use the Pay-On-Foot machine or pay at the garage exit.

Come to Annapolis to Dine and Shop, Get Free Parking with Select Business Partners

The City of Annapolis announced the revitalization of a program that enables downtown businesses to reward customers with free parking. Previously known as Park & Shop, the new Park, Shop & Dine program enables parking validations at four city-owned garages.

With Park Shop & Dine, customers may get up to four hours of parking free in Noah Hillman, Gotts Court, Knighton or Park Place garages. The program is administered by SP+, the city’s parking management firm. To help raise awareness, participating businesses will be get “Earn Free Parking” decals to display along with posters listing the businesses to be displayed in all four garages.

City Changes Certain Parking Fines

Pursuant to Annapolis City Council action, fines for certain parking violations have been changed effective July 31st, 2019. Enclosed please find a summary of changes along with tips for how to park conveniently without risking a citation.

Fine changes include:

  • Parking at a metered space for more than 2 hours: $50.00
  • Parking adjacent to a red-lined curb, bus stop zone, or fire hydrant zone: $300.00
  • Parking in a space reserved for persons with disabilities: $500.00
  • Parking in a space marked “no parking:” $100.00
  • Exceeding 9 hour parking on St. Johns Street: $50.00
  • Exceeding 8 hour parking on King George Street between Wagner Street and the King George Street Bridge: $50.00
  • Exceeding 2 hour parking on State Circle: $50.00
  • Exceeding the 2 hour maximum on residential streets: $50.00
  • Exceeding the 2 hour maximum on residential streets a 2nd time in 12 months: $70.00
  • Exceeding the 2 hour maximum on residential streets a 3rd time in 12 months:  $105.00
  • Exceeding the 2 hour maximum on residential streets a 4th time in 12 months: $140.00

How to Avoid a Parking Citation:

To avoid a parking citation, Annapolis Parking encourage residents and visitors to consider the following convenient parking options:

  • Free 2 Hour Parking for City Residents: Annapolis residents may park free for up to 2 hours per day in city-owned garages: Knighton, Park Place, Gotts Court, and Hillman. Pick up your validations at the garages or by visiting our office at 60 West Street, Suite 104. Park Place validations may only be picked up at Park Place. To receive a validation for the Park Place garage, visit the cashier booth located on P1, between the hours of 8am – 8pm, 7 days a week.
  • Free Garage Parking On Weekends: Visitors can park free at Calvert Street Garage (aka State Garage) at 19 St. Johns Street Monday through Friday 6 PM to 6 AM and all weekend from Friday 6 PM to Monday at 6 AM.
  • Free Parking on Sundays at Whitmore Garage: Visitors can park free at Whitmore Garage at 25 Clay Street on Sundays until 4 PM.
  • Employee Discounts: The City of Annapolis offers discounted parking options for employees of downtown businesses. View all discount options at “Employer/Employee Parking” webpage.

ParkMobile to be Installed at 11 West Street Parking Spaces

Beginning Thursday, August 1, ParkMobile, the pay-by-phone app utilized at on-street metered spaces downtown, will be expanded to serve 11 parking spaces on the northeast-bound side of West St. between Southgate Ave. and Colonial Ave.

Like other spaces using ParkMobile in Annapolis, parking at these spaces will be limited to $2 per hour for a maximum of 2 hours.

No meters will be installed at these spaces. Instead, signage will be installed indicating the spaces are served by Parkmobile and providing guidance for payment. Signs will be installed the week of July 15 with enforcement beginning August 1.

Those who do not wish to pay via Parkmobile may park in Knighton Garage on Colonial Avenue for up to a $10 daily maximum.

Hourly Rate Changes at Certain Meters Downtown

Pursuant to Annapolis City Council action, hourly rates at select meters downtown increased effective Wednesday, July 23, 2019 from $2 per hour to $3 per hour from April 1 of each year to October 31 of each year. Meters will remain unchanged at $2 per hour from November 1 to March 31. Maximum allowable time at these meters remains unchanged at 2 hours.

Impacted meters are shown below and include City Dock Lot from Craig Street to Susan Campbell Park, Dock Street Lot from Randall Street to Craig Street, Donner Lot on Compromise Street, and Basil Lot on Compromise Street.

Find Convenient Parking for July 4th

The City of Annapolis is excited to welcome residents and visitors to its annual 4th of July fireworks show on Thursday, July 4th. The event will take place at approximately 9:15 p.m. at the Annapolis Harbor.

City of Annapolis Announces Changes to Temporary Parking Permit Registration Process

The City of Annapolis announced changes to receiving temporary parking permits to comply with a new City ordinance. In addition, the process for purchasing permits will temporarily change while upgrades are made to Annapolis Parking’s online purchasing portal. New rules for temporary parking permits will take effect July 1, but changes to the online purchasing will be effective immediately.

Beginning Friday, May 31, 2019 and until further notice, all temporary parking permits must be purchased in-person Monday through Friday at the Annapolis Parking office at 60 West Street, Suite 106 or online Monday through Friday (and prior to 12 p.m. on Fridays).

The online purchasing portal at annapolisparking.com will be closed to temporary parking permit purchases Fridays after 12 p.m. until 8 a.m. on Mondays through late summer while upgrades are made to comply with a new city ordinance.

City Ordinance O-4-19, enacted by the Annapolis City Council April 29, 2019, amends residency requirements for the purpose of obtaining residential parking permits, and modifies who may obtain temporary parking permits, how many may be obtained, and when temporary parking permits expire. These requirements and modifications will be effective with the start of the new permit year, beginning July 1, 2019.

Applicants who meet any of the residency criteria (see list below) may obtain temporary parking permits. These permits are limited to 10 per month per residence, and the permits expire at the end of the month they are issued. Additionally, each residence may obtain up to 25 temporary permits per fiscal year to be used at will, and the additional permits expire at the end of the fiscal year in which they were issued.

To meet new residency criteria, the new law states residency is established by meeting any of the following criteria:

  • Residents must have a current Maryland vehicle registration and current Maryland Driver’s License with an address in the special parking district;
  • Residents must present proof of ownership of a property in a special parking district and the property must be designated as the owner’s principal residence with the Maryland State Department of Taxation;
  • The resident must be a lessee of a residential property in the special parking district licensed as a rental unit; or
  • The resident is on active military status and resides in the special parking district.

The new ordinance also creates a new category called Non-Resident Parking Permits for property owners whose property is located within a special parking district but who do not meet the new residency criteria. Use of this permit shall be limited to the period of time the owner occupies the residence. Applicants shall submit proof of property ownership and a driver’s license and vehicle registration in the property owner’s name or a vehicle rental contract in the property owner’s name, and indicate the period of occupancy.

Residential Parking Permit Registration Opens June 1st

The City of Annapolis and Annapolis Parking today announced that the Fiscal Year 2020 Residential Parking Permit (RPP) registration period begins Saturday, June 1st. City residents who live in one of the city’s five zoned districts may purchase their new permit online at annapolisparking.com or in-person at Annapolis Parking’s office at 60 West Street, Suite 106. The office is available for service in-person between 8:00 AM – 4:00 PM Monday through Friday. The new permits will be effective from July 1, 2019 to June 30, 2020.

Residents will receive their new RPP stickers via mail soon after purchase or in person if purchased in person at the 60 West Street Office. Permits must be purchased before July 1, 2019, the start of the new registration year. There are no changes to permit prices and all major credit cards are accepted. Proof of residency is required. Free Parking at Calvert Street Garage: The Calvert Street Garage (aka State Garage) at 19 St. John’s Street is free to the public weeknights from 6 PM to 6 AM the following morning. Find Convenient Parking for the First Sunday Arts Festival

First Sunday Arts Festival is one of the main Summer attractions in downtown Annapolis. It’s a fun atmosphere where the public can come and meet and make purchases from 130 local and regional artists and enjoy live music and performances on the first Sunday of each month (May to November). Parking for First Sundays can be very convenient if you know where to look. Here are a few tips:

Free Parking at Whitmore Garage: Whitmore Garage located at 25 Clay Street is free to the public on Sundays until 4 PM or just $2 all day and is located just steps from the Festival.
