City Garages Open for Winter Weather January 31st

The City of Annapolis is declaring a Snow Emergency as of 8 a.m. Sunday, January 31st.

At that time, the city urges that vehicles must be moved off of Snow Emergency Routes.

The City is opening Hillman, Knighton, Gott’s Court, and Park Place garages at that time for residents to park for free.

Vehicles may be towed on Snow Emergency Routes at the expense of the vehicle owner.

2021 Legislative Session Parking

Due to the COVID-19 pandemic, the Maryland General Assembly has modified public access to legislative buildings during the 2021 Legislative Session. For more information on these changes, visit the Maryland General Assembly website. With the session beginning January 13, the City of Annapolis and Annapolis Parking offer the following tips for convenient parking downtown.

  • Reserve Garage Parking Ahead of Time: Visitors to Annapolis can reserve garage parking online in Noah Hillman Garage, Knighton Garage, or Gott’s Court Garage. Visit annapolisparking.com, navigate to your preferred garage, and select “Buy Daily Parking.”

  • Free Weeknight Parking: The Calvert Street Garage (the entrance is at 19 St. John’s Street) is free to the public Monday through Friday from 6 p.m. to 6 a.m. Visitors may also park free at on-street meters weeknights after 7:30 p.m.

  • Free Weekend Parking: Calvert Street Garage is also free to the public on weekends beginning Fridays at 6 p.m. until Mondays at 6 a.m.; Whitmore Garage at 25 Clay Street is free Sundays until 4 p.m. and is steps away from West Street.

  • Invest in Monthly Parking: For guaranteed parking, visitors can purchase monthly parking passes for Gott’s Court Garage located at 25 Northwest Street and Knighton Garage located at 1A Colonial Ave. Contact Annapolis Parking at annapolisparking@spplus.com or (443) 648-3087 for rates and details.

  • Contactless On-Street Parking: To slow the spread of COVID-19, enjoy contactless parking at on-street meters with the ParkMobile smartphone app. For details on how to download and use ParkMobile, visit the Annapolis Parking Contactless Payment page. 

  • Ride the free Circulator: The free Circulator includes stops for legislative session visitors, such as the School Street-Church Circle stop near the State House complex, the Calvert Street Garage stop, and the North Street-State Circle stop next to the State House and legislative buildings. Visitors can track the Circulator’s location in real-time by downloading the “RLS Shuttle” app to their smartphone and clicking “Annapolis,” or visiting www.annapolisparking.com/circulator-alternative-transportation/.

  • Skip the Crowds: Visitors can avoid the city’s busiest parking locations by parking at the Navy-Marine Corps Memorial Stadium lot or Park Place Garage located at One Park Place on West Street. Park Place is serviced daily by the free Circulator. The stadium lot is serviced by the State Shuttle route ($2 fare), with a regular schedule Monday through Friday from 6:30 a.m. to 7:00 p.m. The service frequency is every 20 minutes.  During the legislative period, an additional bus is added during peak periods, from 7 a.m. to 10:30 a.m., and 3:30 p.m. to 5:15 p.m. Also, during the legislative session, extended shuttle service is provided on Mondays only until 10 p.m.

City to Resume Charging for Garage Parking January 11

Annapolis Offers Tips for Convenient Parking, Including

Beginning January 11, the City of Annapolis will resume charging for parking at Gott’s Court Garage and Noah Hillman Garage. Fees were suspended in both garages when the city began operating Recovery Zone events downtown in late spring of 2020.

Park Free, Shop Local, and Shop Safe this Holiday Season

The City of Annapolis is once again offering free parking this holiday season to support our local businesses and reminding downtown visitors to shop safely during their visit.

From Black Friday, November 27 until January 2, 2021, parking at meters in downtown Annapolis will include three hours of free parking. Use the ParkMobile app to get an additional hour free simply by entering the code PARKDTA.

The city asks visitors, residents, and businesses to slow the spread of coronavirus by adhering to COVID-19 protocols: wear a mask; practice physical distancing, limit the number of people indoors, and wash hands or use hand sanitizer frequently.

How to Park Free at Meters with ParkDTA

Download the free ParkMobile smartphone app and create your free account before arriving downtown.

  • Enter your vehicle and credit card information (no charge applied to credit card during holidays)
  • When parked, enter the 4-digit parking zone code located on the green sticker on the nearest parking meter or ParkMobile sign. Alternatively, enable location sharing on your smartphone.
  • Enter code ParkDTA in the app. Alternatively, call 877-727-5758 to provide the code via telephone.
  • Enjoy free parking!

Midnight Madness has been modified this year with no street closures and no live entertainment. Retail stores will be open late on Dec. 3, 10 and 17. Retailers may offer late hours Fridays-Saturdays throughout this period to allow shoppers to spread out in order to maintain physical distancing. Residents and visitors who are comfortable with in-store shopping are encouraged to shop locally to help our businesses and our local economy get through this difficult period.

  • Knighton Parking Garage:Free parking 4 pm to midnight on December 3, 10, and 17.
  • Gotts Court Parking Garage:Free parking Thursday to Sunday 4 pm to Midnight now through the winter.
  • Hillman Parking Garage:Free parking Thursday and Friday 4 pm to midnight, Saturday noon to midnight and Sunday 10 am to midnight now through the winter.

Enjoy Contactless Parking Payment in Annapolis with ParkMobile

To slow the spread of COVID-19, enjoy contactless parking at downtown Annapolis meters with the ParkMobile smartphone app. 

The free ParkMobile app makes it easy to find and pay for on-street parking with a smartphone without having to touch a meter.

Know Before You Go:

Here are a few tips to using ParkMobile:

    • Download the free ParkMobile app onto your smartphone before you make your trip downtown (ideally from a wifi hotspot). ParkMobile is available in iOS and Android app stores. 
    • Set up your ParkMobile account from your smartphone or desktop. Account details include name, address, make and model of your vehicle(s), tag number(s), and credit card account information (you will not be charged at setup or with free parking promotions).
    • Get the zone code off the meter’s green sticker after you have parked or allow location-enabled services on your phone to auto-input the zone code.
    • Select your desired parking time (maximum is two hours at all meters in downtown Annapolis). A convenience fee of 45 cents is applied to each transaction using ParkMobile. To reduce the convenience fee to 30 cents, customers can sign up for the free ParkMobile Wallet program. 
    • Enjoy Annapolis! There is no need to put a receipt on your dashboard, and you can extend your parking duration straight from your mobile app up to the two hour max. 

ParkMobile was used approximately 12,500 times per month in 2019. It is used in hundreds of cities in the U.S. and Canada, including Washington, D.C., and Maryland cities like Chevy Chase, Baltimore, Bethesda, College Park, National Harbor, Ocean City, Rockville, Silver Spring.

Annapolis to Resume Charging for On-Street Parking After Labor Day

After Labor Day 2020 (September 7), the City of Annapolis will resume charging for parking at City metered parking spaces. Alongside the hourly fees, the City will also resume ticketing for expired meters. The City currently issues tickets for parking longer than the two-hour limit. The parking charges for metered spaces in downtown will resume on September 8, 2020.

The parking fees and fines were suspended when the COVID-19 pandemic began and the State of Emergency was issued in March of 2020. When the City began operating Recovery Zones and local businesses were beginning to ramp up operations, the parking fees and fine suspensions were continued in order to help lure patrons back to the downtown shopping district.

Nearby garages will remain free during Recovery Zone events (Gott’s Court garage from 4PM to Midnight, Wednesday to Sunday; Hillman Garage Thursday & Friday from 4PM to Midnight, Saturday from 12PM to Midnight, Sunday from 10AM to Midnight). Additionally, Calvert Street Garage (aka State Garage) remains free on weekdays from 6 pm to 6 am and on weekends from 6 pm Friday to 6 am Monday. The Whitmore Garage remains free on Sundays from 4 am until 4 pm.

As an incentive for downtown to reorient to the parking garages, a limited number of garage parking validations were distributed to downtown businesses this week.

Two Garages Will Be Free During Annapolis Recovery Zone Festivities

**UPDATE 2/1/2021 – These programs are no longer in effect.**

In June, the City of Annapolis launched a trial of Recovery Districts and Zones so that restaurants and retail establishments could utilize closed streets and cordoned-off parking spaces for diners and shoppers to practice physical distancing while enjoying activities out-of-doors in the city.

Starting Friday, June 12, the Recovery Zones will be held on a scheduled basis and will include free parking at Gott’s Court Garage and Noah Hillman Garage during select times.

Free Garage Parking:

Gott’s Court Garage will be free Wednesday to Sunday from 4 pm to Midnight when the Inner West Street Recovery Zone is open. Visitors must exit by Midnight for parking to be free. Simply take a ticket at the entrance gate. The exit gate will be open.

Hillman Garage will be free when the Upper Main Street Recovery Zone is open:
Thursday & Friday from 4 pm to Midnight
Saturday from 12 pm to Midnight
Sunday from 10 am to Midnight.

Visitors must exit by Midnight for parking to be free. Simply take a ticket at the entrance gate. The exit gate will be open. Below is a schedule of Recovery Zone openings in downtown Annapolis.

Parking Changes to Assist Downtown Businesses & Employees

**UPDATE 2/1/2021 – These programs are no longer in effect.**

Mayor Gavin Buckley has announced initiatives designed to help relieve some of the pressures downtown businesses, and their owners and employees, are facing during the closure to the general public of restaurants, bars, and gyms ordered by Governor Larry Hogan on Monday due to the COVID-19 pandemic.

First, the City of Annapolis will no longer issue parking citations at metered spaces. As of March 17, Annapolis Parking, the City’s parking enforcement vendor, stopped issuing tickets. That will continue until further notice. Please note that the meters will not be bagged because this interferes with the long-term functionality of the meter by destroying the solar array that powers the units.

Second, spaces in front of restaurants that offer curbside carryout and pickup will have 20-minute spaces reserved for customers.

“I am encouraging people to follow all of the CDC protocols and guidelines for prevention, including social distancing and frequent hand-washing. But, that doesn’t mean we can’t continue to patronize local businesses,” Mayor Buckley said. “Make no mistake, this pandemic is putting tremendous pressure on the local economy. The City is doing what it can to minimize those impacts.”

In addition, the Office of Economic Development has created two resources guides, one for workers and one for businesses:

The Workforce Assistance page includes information on applying for unemployment benefits through the Maryland Department of Labor, Food Supplement Program (FSP or SNAP) benefits and Temporary Cash Assistance (TCA) through the Maryland Department of Human Resources, Health Insurance through the COVID-19 special enrollment period for uninsured Marylanders through Maryland Health Connection, local resources and assistance through Anne Arundel Workforce Development Corporation, and more.

The Business Resources page includes links to Small Business Administration local offices and low-interest disaster loans, Centers for Disease Control guidance for environmental cleaning and disinfection of workspaces, Department of Labor guidance for preparing the workplace for COVID-19, the Maryland Department of Commerce “Business Express” section for employers, including insurance claims and opportunities for financial assistance.

The Mayor is also establishing an emergency Small Business Task Force which will meet virtually to determine the best ways to help local businesses weather the COVID-19 pandemic.

By Executive Order #16, the City’s liquor license renewal requirement will be delayed for 90 days. Liquor license holders will still be able to sell liquor under this policy even though their existing licensure date may have passed. The 90 days may be extended depending on the length of the declared local State of Emergency.

“Anything residents can do to support these businesses will be appreciated,” Mayor Buckley said.

Circulator Route Changed to Assist with COVID-19 Response

The City of Annapolis is adjusting the free Circulator’s route to assist with its COVID-19 response.

Effective Thursday, March 19, 2020, the Circulator will provide free transportation for city children to participate in the county’s free meal program while county schools are closed. Children will be picked up at the corner of West Washington & Clay Streets and transported at no charge to the Bates Middle School free meal site. This service will be provided Monday through Friday from 11:45 AM to 12:30 PM. The Circulator will resume its normal route upon completion of this service.

There is no change to the Circulator’s weekend schedule.
